 How To FIX 

"Your hardware settings have changed. Please reboot your computer for these changes to take effect"

Open  Run > Type  'services.msc'   > Enter.

Now search 'AMD External Events Utility' Double click on it.

Startup Type > Choose 'Disabled' 

Apply & OK  

Reboot Your PC

DONE!
